Lucca rappresenta una tipica città europea di dimensioni medio-piccole, con alcune problematiche in comune legate alla logistica urbana: impatti sulla qualità dell’aria – emissioni di CO2 e di “inquinanti secondari”, PM10, rumore, consumo di energia, ecc. Come è noto, questi aspetti possono avere impatti negativi, anche gravi, sulla salute e sul benessere della popolazione, in particolare sui cittadini più vulnerabili (bambini, anziani).

A Lucca, così come in molte altre città europee, i problemi ambientali e di traffico legati alla logistica urbana sono maggiormente enfatizzati nei centri storici, caratterizzati da strade strette e da altri vincoli derivanti come la presenza di edifici storici, monumenti, flussi rilevanti di pedoni (turisti, visitatori, residenti). Queste problematiche sono presenti, sia pur con diverse caratteristiche, nelle città di Stoccolma (SE) e di Zara (HR) dove verrà analizzato il potenziale di trasferibilità e scalabilità dell’approccio LIFE ASPIRE.


Delibera Giunta Comunale “Progetto LIFE ASPIRE – Misure attuative per la fase sperimentale del progetto e modifica delle aree di carico e scarico del centro storico”

In data 29.10.2019 è stata approvata la delibera di Giunta che avvia il cuore della fase sperimentale del progetto LIFE ASPIRE rivolta agli operatori del trasporto merci in centro storico.

La delibera disciplina le nuove localizzazioni delle aree di carico/scarico e avvia l’implementazione di un sistema di attribuzione di “eco points” in funzione delle tipologie dei veicoli adottati e del comportamento tenuto dai differenti operatori al fine di premiare gli operatori più sostenibili.

Delibera Giunta Comunale “Disposizioni in ordine al rinnovo dei permessi, per l’anno 2020, per l’accesso nella Zona a Traffico Limitato del centro storico di Lucca”

Con la Delibera n. 295 del 20 Dicembre 2019, la Giunta Comunale ha stabilito il calendario per il rinnovo dei permessi ZTL per l’anno 2020, ai fini di implementare la Delibera n. 242 sopra riportata.

Il rinnovo sarà possibile con le seguenti nuove scadenze:

  • dal 1° gennaio al 29 febbraio 2020 rinnovo permessi categorie: EC – ED – EG – EI – EL – EM – ET – EV – M – U
  • dal 1° marzo al 30 aprile 2020 rinnovo permessi categorie: DA – DM
  • dal 1° marzo al 30 giugno 2020 rinnovo permessi categorie: A2 – A3 – A5 – H – I – N – O – R
  • dal 1° settembre rinnovo permessi categoria T

Lucca represents a typical European town of mid to small dimensions, with common problems related to city logistics: air quality impacts – CO2 and “secondary pollutants” emissions, PM10, noise, energy consumption, etc. As well known, these aspects have serious negative effects on health and well-being of the population, in particular on the most vulnerable citizens (i.e. children, elderly people).

In Lucca, as in many other European towns, the environmental and traffic problems related to commercial fleet are emphasized in the historic area, characterized by a network with a dense grid of narrow streets and by additional constraints resulting from the presence of old and historical buildings, monuments, relevant pedestrian flows of tourists and visitors, etc. These conditions are also present, with different context and dimension in the cities of Stockholm (SE) and Zadar (HR) where the potential of transferability of the LIFE ASPIRE approach will be analysed.


City Council Resolution “LIFE ASPIRE project – Provisions for implementing the project demonstration phase and modification of the load/unload bays of the historic centre”

On October the 29th, the Lucca City Council adopted the resolution launching the demonstration phase of LIFE ASPIRE project that will involve logistic operators delivering in the historic centre.

The resolution establishes the new load/unload bays locations and regulates the implementation of the new “eco-points” rewarding system for sustainable operators evaluating both vehicles features and behavior of the logistic operators.

City Council Resolution “Instructions for the renewal of the permits for 2020 to access the Restricted Traffic Zone of Lucca historic centre”

With the Resolution n. 295 of December 20, 2019 the Lucca City Council has established the calendar for the renewal of the RTZ permits for 2020, in order to give proper implementation to Resolution n. 242 (reported above).

The renewal will be possible with the following new deadline:

  • From the 1st of January to the 29th of February 2020 renewal of permits categories: EC – ED – EG – EI – EL – EM – ET – EV – M – U
  • From the 1st of March to the 30rd of June 2020 renewal of permits categories: DA – DM
  • From the 1st of March to the 30rd of June 2020 renewal of permits categories: A2 – A3 – A5 – H – I – N – O – R
  • From the 1st of September renewal of permits category T
